About Joseph (Joe) P. Koontz, Chief Technical Officer
Joe Koontz PMP, CISSP has over 35 years of experience in the fields of computer engineering and design, information systems security, risk management and consulting. During the past 10 years Mr. Koontz’s efforts have focused on process re-engineering, and security architectures. He is also a noted expert in the creation, deployment, and use of Adobe PDF documents. His work in these areas was recognized multiple times including a presentation at the PDF 2000 Conference. In addition to his principal projects noted above, he has conducted research in the areas of system security, encryption technologies, high-density storage, 6-Sigma, electronic forms, assembly process improvement and many others. He has a long list of systems and computing devices that he designed or commercialized credited to his engineering efforts.
Mr. Koontz actively participates in many professional community and national organizations, such as InfraGard, Project Management Institute, ISACA, SAE, ICFP, and IEEE. He has received multiple recognitions and awards from private industry, US government departments and agencies, State of Texas and local first response agencies.
Mr. Koontz, completed his Doctoral work in Computer Science/Electrical Engineering at Texas A&M University, where he received his M.S. in Computing Science and Resource Management. He received a B.S. degree in Nuclear Physics and Theoretical Mathematics from Angelo State University. In addition, Mr. Koontz received his CISSP from The International Information Systems Security Certification Consortium, Inc., (ISC2) an international ISO recognized organization that certifies individuals in the areas of information security management, investigations and information legal matters. He also is certified as a Project Management Professional (PMP) from the Project Management Institute. In addition he holds other numerous industry and supplier certifications. In 2000 he was admitted to the FBI InfraGard Members Alliance - an organization dedicated to infrastructure security. In 2004 he was nominated and inducted into the High Technology Crime Investigation Assn.
Prior to joining Forensic & Security Services Inc., Mr. Koontz served as Vice President of Finance & Risk Management for JPMorgan Chase Bank & Co from 1995 to 2005, where he was responsible for Corporate Business Services for the SW Region of the US. In this capacity he implemented and managed projects that saved the bank in excess of $34 million with a program budget of $800k. Besides his banking and finance experience Mr. Koontz has worked in the healthcare, aerospace and computer industries were he held management positions as Program Manager, Director of Research, Director of Health Systems Engineering and Project Manager.
